As early as in the two assembles of the United Nations in year 1978 and 1979, it was believed by the United Nations that information exchanging would play a very important role in the development of economy and technology, especially to the developing countries, which would have a more significant impact. It is of vital importance to build up a platform or system between developing countries and other countries for their information exchanging on economy and technology.
After 6 years' effort, in 1985, the United Nations Development Program (UNDP) and the United Nations Fund for Science & Technology Development (UNFSTD) initiated jointly the TIPS-Technological Information Pilot System project (1985 - 1988 being the stage of trial run, then its name was "technical information test system”), and brought TIPS into " south-south cooperative frame ", and offered funds (funds support lasted till June 30,1994), with an aim at building up an information channel and platform for their trading exchanging, technology transferring and economic cooperation for developing countries(S-S) as well as promote sustainable development of economic globalization. In February 1992, the 8th session of the United Nations Trade and Development Convention was held in Katehena, Colombia and 171 member countries attended the meeting. Taking trading efficiency as the theme, the observers present predicted that E-business would get a fast development in future few years. Therefore, the convention passed “Katehena Consent”, bringing the pattern of establishing an international organization to participate in the economic field. In this sense, the importance and interaction of communication technology, trade and development, concerned by the membership states of the United Nations trading and development conference, has become a hot topic, and the topic formed the core part of the trading efficiency plan of the United Nations.
"Katehena Consent" endowed the Trade & Development Committee, the United Nations a mission, with a gist to enhance international trade efficiency, promoting the formation of global trading network as well as the development of international trade digitization, which is referred to as “Trading Efficiency Program of the United Nations”.
In 1992, the Trade & Development Committee firstly selected 19 countries of different economic levels and set the trading networks there as experimental points, and presently the networks number have been expanded to 137 in 106 countries. This innovation idea has accelerated the application of E-business, which lights up the businessmen's enthusiasm, medium and small enterprises included, in participating in international trade, and thus pushing forward the rapid growth of global trading. Resorting on sophisticated scientific method, this program is to seek, design and inspect the enforcement method of efficient trading; Promote burgeoning fields dealers' enthusiasm in participating in international trade, enterprises of medium and small size included; Promote the information of global trading network; Pushing forward global trading by utilizing global electronic trading opportunity (FTO). While the action of trading efficiency itself is to, by responding to the demand of international market, raise its competition ability of the enterprises in the developing countries in global market. This program responses to the urgent requirement of trading fields in IT's application in trading, which is helpful to method & pattern finding in reducing international trading cost involved. The essence of this program, is to build up trading networks worldwide and link them together, eventually forming a global trading network GTPNet paralleling to Internet, thus advancing the combination of sophisticated scientific method and efficiency trading innovation, seek, devise and inspect the enforcement method for enhancing international trade efficiency, thus pushing forward E-business' application worldwide.
Complied with the urgent requirement of global trade as well as E-business vigorous development, as soon as this program is brought up, it has aroused great repercussion.
In line with the current urgent needs of global trade, this program has an important realistic meaning as well as a profound historical meaning. In 1993, the Trade & Development Committee selected the first 16 cities worldwide as trading networks (Shanghai is one of the first pilot cities), where the future experimental bases would be built there as trading networks. Up to 1994, 50 trading networks of different levels have been established, among which 28 are in operation. In 1994, in the United Nations Trade Efficiency World Forum held in 1994 in Columbus City, Ohio State, Kofi. A. Annan, general secretary of the United Nations, declared the formal establishment of GTPNet, and he also urged the worldwide linking of trading networks. When the 9th United Nations Trade & Development Convention was held, GTPNet has expanded its networks to over 100 of different levels. It is also announced in the National Trading Efficiency Directors' Forum that: Along with the development of trading networks, the form of contract trade will walk into a new stage; namely, enterprises are allowed to spread out E-business activities on open and safe network. Statistics shows that, up to July 1998, 137 networks have been already established worldwide, scattering in 106 countries and areas. The main database of GTPNet is set up in Geneva and Melbourne, 38 mirror servers are installed in 25 countries and areas, such as American, Singaporean, Indonesian, Brazilian, Polish, Russian, Hong Kong, Canada and Spain area and the 25 countries such as Chinese Hong Kong, Canada and Spain. In addition, another 80 mirror servers would have been installed in 65 countries by the end of this year. Framed on Internet, this Internet-GTPNet international trade system could transmit trading information with a speed of above 25 GB per month; therefore, its role in E-business field will be more and more significant.
Presently, the global trading networks are in different stages, and the requests of establishing trading networks by tens of national governments will be accepted, which will increase the membership countries to 114.
In view of the goal of developing plan, in June 2001, the E-business staff of 36 countries including Canada, America, Italy (European Union), Argentine, Brazilian, Hong Kong SAR and Australia, etc. established the International E-Business Master Union(IEBMU. The purpose of the IEBMU is: enhancing the efficiency of international trading, promoting the electronical development of international business, and pushing the development of technology, economy, trade and information of the global trading by utilizing the information from electronic trading opportunity (ETO). In July 2003, sponsored by the financial groups in America, China, England, France and Italy, etc, IEBMU moved its headquarter to American for registration, and thus being an internationalized professional unit registered with NGO, with independent legal position.
In Research of Global E-business Development issued by the Trade & Development Committee, United Nations, Kofi. A. Annan once remarked: " In the past few years, E- business has changed the present economic situation. For developing countries, digital revolution has offered unprecedented opportunities for their economic increasing, which has been confirmed by the entrepreneurs in Bangladesh, and Dakar. On the other hand, countries of technical innovation hysteresis risk being abandoned by those with new-technology and competitive advantages". The purpose of the program of "International E-business Master" and " Electronic Logistics Master, is to help developing countries to fasten their development in E-business, and enhance their economic status by using IEBMU's advantages in information communication technology (ICT) & IT. Resorting to its system, IEBMU is to build an electronic information platform for economy and commerce, with a view to develop international trading efficiency, promote global trading network, enhance the electronic development of international trade.
As an important membership country of the Trade & Development Committee, Chinese government always strives for the China's participation in “Trading Efficiency Program”. Under the support of the United Nations Trade Program Development Center (RNTPDC for short), a series of trading networks have been set up in Shanghai, Beijing and Weifang in succession, and good effect has been achieved through these pilot cities. Moreover, as a powerful trading country, China enjoys an indispensable position in international trade market. Therefore, we think that carrying out the international E-business training program in China is helpful in raising the trading efficiency for Chinese enterprises, and in promoting Chinese enterprises' globalization course. Therefore, IEBMU authorizes electronic logistics master aptitude examination committee to implement the global E-business training program planned by IEBMU. We hope the program will benefit the enterprise of developing countries, and we also wish the enterprise of developing countries to realize globalization in electronic trade in the shortest possible time.
Electronic logistics is a new field, although colleges and universities set up logistics courses, they fail to closely combine international sophisticated researching result with Chinese actual condition, and personnel in this field have no opportunity to receive systematic study and training. In recruitment, the employers lack of a criteria in evaluating candidate's ability. This caused the un-tightness and un-stability in employing electronic logistics staff, and many enterprises make great mistake in recruiting, which lead them to significant loss. For those capable staff, they can't fully display their talent due to the lack of an evaluating criterion. The access for electronic logistics staff to broaden their vision is through random reading books or magazines only, which leads to the staff's blindness and helplessness in planning their career.
The certificates of "International E-business Master" and " Electronic Logistics Master" are planned, confirmed and issued by the International E-business Master Union (IEBMU), which are the unique certificates issued by International E-Business Master Union (IEBMU) targeting for the personnel in global E-business, electronic logistics field. Currently, this certificate series include: "International E-business Master" and " Electronic Logistics Master", with different levels as LEVEL D, LEVEL C, LEVEL B and LEVEL A; among which, LEVEL A of the top level. This certificate is a non-educational international aptitude certificate with characteristics of strictly system, actual foundation as well as standard assessment criteria, and it proves that the bearer of this certificate has mastered the according capability for future learning and innovation, which proves they are the appropriate talent for the executive-wanted enterprises recommended by IEBMU.
